there have been reports that said it wasnt an rescue attempt but
rather, a mopping up operation as moments earlier, the bus driver
who escaped reportedly said the passengers were all dead.
Its just a tragic occurence all around.
If they wanted to shoot him they could have done so plenty of
times.
If the tourists were to overpower the hostage taker they could
have done so.
If the two negotiators were to grab him they could.
If someone up along the chain of command decided to call in the
"real" Special Forces they could.
Someone really has to be held responsible. It was a clusterfuck.
