you have a one track mind..
the parents want to take their children on holiday.. last minute
then go to ICA to make passports..
it's a clear pattern... before school holidays, the place is a
madhouse.. the worst is the year-end holiday...
i would expect parents to have passports all ready since they
know they are going on holiday, not wait till the last minute.
maybe its a common phenomenon for people to do things at the
last minute
