Improve? As long as the delegates and heads-of-state had a
smooth trip and went home happy, everything is
peachy. 
no, it was a mess. They were to enthu on clearing their hotel
shuttles that it created more jam for SBS buses. tat time 15 - 25
SBS buses occupying all 3 lanes of Nicoll Highway for a good 25
mins. the traffic mgmt plan was terrible, as they did not manually
control the junction. So when the lights went green, the whole
traffic cycle was dedicated to the 6 buses slowly forming up into
the APEC lane
at the same time, SMRT decided not to serve Marina Ctr for good
ytd, leaving passengers stranded. Not to say they didn't bother to
deploy staff at the bus stop. So 1 poor ger ended up asking e SBS
inspector who told her to take 111 or 162M to Orchard Rd to board
