That's what I advised her to do: file a complaint on harassment.

She said that she had already checked with her policeman friend... it seems that they won't follow up on it unless she brought it up to the magistrate's level or something... whatever that means.

I told her to threaten the guy with a complaint anyway... with any luck, the guy might get frightened off even without having to do the complaint.

And that's what she did.
