To date no one has ever been able to fully explain to me why the government would want to increase a regressive consumption tax and try to make up for it with a tiny expansionary fiscal policy. All I get is laughter and admonitions that 'you think too much'. I may be an engineer, but I ain't no idiot in economics, either.
