I think everyone knows at least one such character at work. And
yes they are bad for the blood pressure. I've had to write SOPs for
bloody simple things that should be commonsense just so people can
understand what I'm trying to tell them to do. One such character
even has an advanced degree. Can vomit blood. And these are not my
subordinates somemore, by right they are senior to me.
And then there are clowns that ask me the same questions multiple
times instead of trying to remember the instructions the first
time. Its like their brains run on RAM memory, not ROM. 
Sorry for hijacking your rant. Back to the regularly scheduled
rant.
