What do u think of those drivers make money off other driver

i remember some time ago someone told me he private settle a small incident because another driver light knock him when he know he abrupt cut lane. i can vaguely remember he describe the other car model and plate.

then just today i thought i saw that same car knock into another car which i think from the position should be doing a very simple, very common but strictly speaking illegal uturn. my very initial impression is i thought the knocker car the same model and same plate but i cannot sure until i find back that 1st person who told me.

now i am thinking, what if this is the same person who go around and see can take advantage of situations to his benefit?
