westerners, they tried to copy the westerner's military system,
send their students to the western country to train them to use

Than the stupid china people tried to implement Constitutional
Monarchy(CM) to save their country and in fact, the concept of CM
was also copied from the western countries.
This CM failed and the Qing was overthrowed by Sun Yat Sen who
set up a democratic country.
