block, very windy at void deck.
Then they realised void deck is not a good space, then later on
newer HDB blocks have lesser of void decks. and then there are
multi purpose halls for wakes and weddings.
You cant fill up every void deck with shops and what not because
you need a certain catchment size for neighbourhood commercial to
work. Thats why new estates always have one cluster of shops only
at one place.
