Whats the income ceiling to rent cheap 1 room hdb flat

I know that poor people are allowed to rent 1 room hdb flat from the government at a cheap price, I think is $26 a month or a 2 room hdb flat from the government at I think $50 a month.

Anyone knows what are the criteas for renting such flats?

What is the salary income than can rent such flats?

So that means if 2 eldery couples who are 60 years old and not working but have alot of savings and cpf money can also sell their hdb flat and rent the 1 room flat from the government because their household income is zero?

I dunno, I don't work for HDB. There are always loopholes, but I'm pretty sure HDB ain't that stupid either.
