Can you? In my observation, there doesn't seem to be an IP-ban
here. Only account ban.
Also, the power of banning is normally restricted to admins, not
moderators. So, in that way, FI shall be called an admin and not a
moderator.
Hmmm.....if you can make me a mod, then I can check whether mods
have banning powers in general. 
But I
don't think so.
One more thing, in some forums, there's a power known as "sectional
banning", ie restrict the complained user to only a few forums and
he cannot access the other forums. But I don't think that applies
here.
