The difference between the PSDs at Sengkang LRT Station and the
SMRT stations is that the SMRT stations one is an LTA tender, while
the Sengkang LRT one is a SBS Transit tender, meaning that SBST
actually self initiated instead of waiting for LTA to start doing
so, which is dunno when.
