still, this depends on the frequency of cleaning and who uses the
toilets.

Actually some of the Mcdonalds, public schools, Kopitiams
toliets are not very dirty but is clean. Like you see the Kovan
Market/Hawker Centre toliet they have gotten a five-star for their
toliet and sometime can eat inside the toliets. So not all dirties
toliets that are being classified is not really dirty but some of
them is very clean like the standard of our homes or even Changi
Airport!!!!
