Medisave issue

I understand that Medisave is to be use by ownself & immidiete family memebers.
Read up in cpf website.

So..is there any way to let> same surname>same blood siblings to use medisave?
Eg, my medisave used by my sister> born by my mother..

Using of Medisave for your siblings is approved on a case-by-case basis.
