first of all, i am assuming your digital clock are those 4
digit LEDs types

each digit is made
up of 7 LEDs; 4 digits x 7 LEDs = 28 LEDs
basically, there is a controller chip in the clock that is
controlling the 28 LEDs to light up in the correct sequence to
display the time.
open up the clock, look through the PCB, if you can see the
chips then you are in luck, you just need to locate the chip that
controls the LEDs and reprogram it to only display 12:17 instead of
the time.
some chips are cemented to the PCB with those black and hard
stuff to prevent tampering, if thats the case, the chips cannot be
reprogrammed.
assuming you can see the chip, there should be a brand and model
number on it. google the brand and model to get the chip's specs
and programming guide.
