any junior economics students can tell you that ciggies taxes are
"regressive" taxes, that they place more burden on the poor rather
than the well-off and the middle class ....... if they want to,
they can easily legislate more stringent public smoking rules ...
but no ! ... it have to be taxes ... I hardly believe that ivy
leaguers economists in goverment service doesn't know that ..... so
why then ? ....
