It's the music theme for Sinking of Japan (2006), which starred
Kou Shibasaki, Tsuyoshi Kusanagi, Mayuko Fukuda, Mao Daichi and
Etsushi Toyokawa. The movie is quite nice, and the entire movie
itself can be found in YouTube.
