oh i think i know.
CIA use 3months to search and then conclude thats there's no
rabbit. in the process nobody is harm. it could mean that a
throughout investigation takes a long time.
FBI after 2 weeks give up, torch and burn the forest, killing
alot of innocent people
LAPD take only 2 hours, but took the bear as the scape goat,
with toture to force confession out of the bear.
