Under the agreement, each country undertakes to accept the currency issued by the other and to exchange them, at par and without charge, into their own currency. In other words, the two currencies are "customary tender" when circulating in the country in which they are not legal tender.

Also, please google for MAS ie Monetary Authority of Singapore.

Also, please google for the official agreement of Brunei-Singapore Currency Interchangeability.

One can only be sued when one refuses to accept for the settlement of a transaction using Singapore Currency ie legal tender under the Currency Act. Please google for Chapter 22 Currency Act 2002 too.

PS : One is legally obliged to accept for 1c, 5c, 10c, 20c coins up to $2, 50c coins up to $10 and no restrictions on $1 coins and other denominated notes.
