card to a thief is to have a bag unattended in a card...
Yes, its is true that your are able to handle a few thouand
loss... perhaps because you have savings... but there are many
uneducated or stupid people who owes cards and may losealot fo
money which they cannot afford..
thus.. the system must be designed to protect this vulonearable
group..and it can be done...
it only depends on the ethics of the authority to impose and
their commitment to see such safety rules going through...

now you want to put a control on who can apply for credit cards?
Who are you to decide? Besides, how can anyone decide if someone is
smart enough to understand the risks of having a credit card? Are
you gonna setup an exam for everyone to pass prior to applying for
a credit card?
