hi all, I'm on starhub maxonline premium plan. Supposedly
promoted by starhub to be an average bandwidth speed of 18mbps.
I'm using a wireless connection, via router wrt54g, and my
internet speeds are fluctuating and getting more and more common
lately. Sometimes it hits 14Mbps, and now its at 0.2Mbps to 1.5Mbps
almost the whole day for a week or so. (Speeds taken from
speedtest.net). Using the utilities at the starhub support page,
bandwidth show:

Transfer Time: 160580 milliseconds
Total File Size: 10240000 bytes
Top Speed Attained: 1.91 Mbps
Ideas?
It's 12mbps. And they said "up to", not "average of". You may
want to bring this dispute to StarHub if you have lots of free
time.
