Tool>Internet options You should be able to see it.

As for the brightness of your screen, there should be some buttons under/above/beside your monitor to adjust that.

To adjust brightness in monitors, look out for the sun icon. If no sun icon, just press any buttons till you hit the right one. If still have manual, best refer to it.

For laptops, refer to the manual. Usually will press Fn + <designated key>. Otherwise, there's some program installed that you can run to tune the brightness.
