I know projects are billed as entire obligations, but companies that require ongoing maintenance and content management would pay by the hour, because any alternative payment structure, say, a retainer fee system, would be cost-ineffective.

Yea.. usually is to ask the freelance developer to quote you. Maybe you would like to find out the quote from professionals or companies who do that and compare to see if its worth to pay for the freelance.
