For your first problem, it is a software issue. Try
re-installing Windows and DirectX (since there's no easy way of
re-installing DirectX alone).
For the second one, I'm currently facing the same problem as
you. I think it's the power supply unit for my case, but I can only
confirm this only after I get it replaced. I originally thought it
was the graphics card that was causing the issue, but even after
sending the previous card for repair and getting a new one, just
today, in fact, the problem persisted.
The reboot issue didn't affect me much anyway, as I leave my
system online most of the time. The only thing is, I would avoid
anything that requires a system reboot (read: Windows Updates).
