How to create game in dota?

u mean u cannot host?
creating a game is easy, go to LAN/Battle.net, click on Create Game, choose ur map, done!

to host
u nid to port forward ur router [mainly ports 113(for zion users only) and 6112(for all hosters)], both TCP and UDP
and add the ports to ur windows firewall exceptions (TCP and UDP)
restart ur router and com, done
