Say, you sign up for an internet plan with your telco (nothing
to do with your
bank account, online credit account, visa account), and you chance
upon a
random site which "requires an admission fee upon loading of the
page". Is it
possible for the site to charge you by just getting hold of your IP
address and
nothing else? Or is the whole thing just one of those scam gimmicks
to make
you purchase stuff from their site?
