I'm using WinXP Home

My solution was:

Start > All Programs > Accesories > System Tools > Internet Explorer (No Add-ons)

then using this browser page go to the runonce link
http://runonce.msn.com/runonce2.aspx

This should finally open the runonce page and allow u to select the settings u prefer, for example change the Search Utility to Google.

Click on SAVE at the bottom.
