If you are using download manager, try disabling them. Download
without using a download manager.
Since it says it's a 400MB file, right click the file and select
Properties.
Make sure the file size listed is around 400MB. By definition of
around 400MB, it shouldn't be less than 397MB.
Also try using uncompressing utility.
