.tmp files are temporary files. They appear automatically when
you open any Office documents.
You can't delete them while your document is opened, it will give
you a file is in use error.
Once you close those opened files, they will be gone automatically.
If they aren't, just delete away. It does no harm to your PC,
except eating up space.
