'Dedicated' access is only a small part of a shared network, and
cannot guarantee consistent speed, as speed depends a lot on
traffic on the Internet.
What Starhub said is true, but no ISP can guarantee the amount
of Internet Traffic. 
If there's heavy
traffic on the internet, then every one will be affected i believe,
not just Singtel.
At least you get constant speed on Singtel, even though you can't
reach the potentially higher speeds as offered by Starhub.
Its like mp3 files, whether you prefer CBR or VBR files.
