Start, Control Panel, Regional and Language Settings.
Select the Regional Options tab. Under Standards and Formats, click
Customize.
Another window will open. Select the Time tab. In the Time format,
change it to HH:mm:ss.
Capital letters means the time will be in 24-hour format, small
letter means it will be in 12-hour format.
