Is it true that when one has disturbance from emails, he/she can make police report and ISP to trace back the source of emails?

You can trace it yourself, provided you can information from his email. The email header usually reveals a lot, and if you know how, you can trace it.

Anyway, most people in Singapore uses dynamic IP addresses, meaning, even if you managed to trace, the most you can get out of it is their ISP.

I'm not quite sure whether you can report police. Unless the person causes damage to you, nobody bothers to make a police report.

So you are saying it would be difficult to trace the person?
But through police and using that to report to ISP, its possible to trace exactly who what and where right?

If you do it yourself, it will be difficult. Those that offer tracing only trace all the way till the ISP. Your ISP can do more for you if you report to them. But if the attacker happens to be using another ISP, chances of your ISP helping you is little. It's their policy to keep customer's data a secret. Unless a crime has been committed, otherwise, the furthest your ISP and you can go is tracing which ISP is that person using.
