If the govt charges cost to HDB, I understand, because HDB
is a built entity with costs involved.
But on an empty piece of land, acquired cheaply from the ppl which,
eventually, has to be returned to the state?

CHEAPLY from the peasant ppl, go read the book by Ngiam Tong Dow,
the top civil service, who worked in cohort with GKS to hatchet
this plan.
Every citizen has a right to affordable housing, if housing is
not affordable, then let them sleep on the streets.
