If you are leasing the flat from hdb, then why are you paying
property tax?

When you buy HDB, you follow the HDB rules, when you buy
private, you follow private rule, when you build and sell houses,
you set your rules. If people don't like you rule, they don't buy
your houses, if you don't like developers' rules, don't buy from
them.
