The best way is to withhold the finances of the gambler. For me,
I put all my money into investments except the investments are
under my best friend, my girlfriend, my parents name. So without
money, I can't gamble, best way (money growing every
year also).
Second way already implemented, prevent people from going into
casino through the exclusion list.
Third way is to educate the gambler, but this abit hard, because
emotions beat logic. You can logically explain why each table games
odds are bad, you can logically calculate and show the maths
correctly to a gambler, but they will still go gamble because they
think with their emotions, feeling the odds won't apply to
them.
Forth way, implement laws to release winnings to gambler only 1
month later. Whatever chips they have, instead of changing to cash,
the money will only be given to them 1 month later (through
whatever way lah, worst come to worst, they have to self collect).
Because you make it troublesome, you reduce the number of
gamblers.
Fifth way, implement laws to show how the odds are truly against
you by taking a percentage of the winnings each time. Everytime you
cash the chips, you give $100 chips but only take back $90 cash.
This provides a better impact to the gambler because it's so direct
and easy to see that you're losing out, compared to calculating the
odds of each table games, it's so much easier to let the
gambler see why it's not smart to gamble.

gamble then let them go ruin their lives lah, why I care, ni na
beh!
