New policy against overseas scholars?

Recently for the O level JAE, I have a Chinese Scholar classmate who did not manage to get into National Junior College despite him aquiring a L1R5 score of 2 (after deduction from CCA and HCL).[Using his HCL as L1] Thus, I am rather puzzled by this situation and i hope that some people can enlighten me on this.

This result is not good enough. First, the school account the score before deduction, he get perfect score of 6.

If I am not wrong, there is a direct route to go to NJ now without taking O level. So after you remove all these people. The affiliated sec school get to go in first, even without perfect score. Then it is the normal 6 pointers. And there are many 6 pointers, who have striking CCA records. On top of this, they are quota set of foreigner students.

But there are those getting 4 points who managed to get into NJ. If he got 2 points, he (by right) shd get in as well, isn't it?

L1R5 uses HCL as the first language is the perfect score of 6 (based on TS posting).

The reason that the classmate is not accepted by NJC is that the classmate uses HCL as the first language.

The classmate L1R5 uses English as the first language will be at least 8 points.

So, after the deduction of distinctions in HCL and CCA of 2 points each, the classmate L1R5 uses English as the first language will be at least 4 points.

Hence, the classmate is being rejected by NJC.

Lol COP for NJ is 5 for both streams. If I'm not wrong, he'll get 5 points if he uses his English as his L1. So by right he should still get it regardless wad.

I think to get 0 points you'll need to take Malay Elective, Higher Mother Tongue and acquire a score of A1/A2 for your CCA.
