The O levels are in a week's time and I'm still unsure
on the 报章报道 . Does it go like this?
first para: copy qn and after that,

next para: List down the 原因. Write 原因 from these
aspects: Individuals, families, schools, government,
society.
Following Paragraph, write 影响／后果 [Consequences] (depends
on the qn).
With the addition of :
俗语：所谓“冰冻三尺，非一日之寒”，以上的原因会导致严重的后果：
Your conclusion (E.g. the qn is: 青少年太过依赖手机…) . 综上所述，青少年太过依赖手机是因为
(write 原因.. the main points, then the consequences).
How to end 公函 as in the conclusion??
For your 报章报道, your format is okay, so no worries
there.
For 公函, there are a few ways to end it, depending on
what is it about.
Here are some of the more common ones ( Translate yourself : D
):

Usually you will want to end with 'Thank You' if it is not
