Go Level 2 first. Chat up with her (over phone, MSN etc), find
out more about her, and let her be comfortable talking to you.
Then you can think of Level 3 - dating. Find a reason to go out
- movie, dinner, or the best is to do what the girl is interested
to do.
Example: Alvin
knows that Beatrice is keen to try out the Reverse Bungy at Clarke
Quay, but hasn't found someone to accompany her. So he initiated a
date to go 'walk walk' at Clarke Quay, and they spent some time at
the Reverse Bungy thingy. Though Beatrice didn't try it out, she
was happy to see it up close.
