Okay the previous times I've asked her if she'd like to go out with me, she always replies with "another time perhaps :)"

Last night I texted her after conversing with her about her recent trip overseas, asking her "Hey, do you think maybe I could take you out for a movie sometime?", with her replying "hmm movie, we'll see about that :)"

i don't understand what she meant :/ help me someone!

Dude, that is a reject, but in a polite way. (with "another time perhaps" but never.)
If she wanted to go out with you but have other plans at that point of time, she will initiate another meetup with you, but did she? I assume it's a no.

Hello TS, im willing to help you out on this matter as i've kinda experienced it before. But whether or not you want to try what im about to tell you is entirely up to you.

While its possible that you might have been rejected (ouch), it is also possible that you have jio-ed her out the wrong way..

By asking her, "Do you think we might be able to go out sometime" you are putting pressure on her and putting the ball in her court. You are also coming across as indecisive. Try this:

You: "Well, im going to a concert on (date and time), why dont you tag along?".

Her: "Errmm.. I dunno, my grandma is giving birth on that day.." (insert her lame excuse here)

If she cant, give her another option, something abit more mundane,

You: "On (another date and time), im buying a new pair of shoes, come with me, i need a girl's opinion.."

Her: "Really? Thats great! Where do you want me to meet you?"

Her: "Ermmm.. Nah, im doing my hair/nails on that day, im not free as well.. Some other time perhaps?"

Make it about things do you anyway with or without her, and that you are inviting her into your world, geddit? If she still says no, at least you know for sure that she is definitely not into you at all and we can move on with our lives.. Good luck bro!

sometimes she makes it look as though she might be interested in me too, and yet too sometimes, she just suddenly shuts herself out completely. shes oh so very confusing.

i've told her how i feel about her, shes told me to take it slow but i don't even know if she feels the same way towards me and i dare not ask.

As compared to "Yo dude, we are going out for supper tommorow at 10pm. Come join us man, it will be fun.."

I dunno about you guys but im more inclined to go out for supper than shooting pool. Even though i know full well that playing pool is way more fun than going for makan.
