Based on the 850k figure on the car, and 650k figure for cash, yes, technically selling the car will get more money.

I would tow the car to the dealer, and I'll get the cash. The car is not second hand, because 1) there is no COE on it yet, 2) it is not registered. So if its 850k, i get 850k.

But people prefer cash on hand, so 650k on the spot sounds like a better deal.
