At 5pm to 6pm, it is difficult to get a cab because
1) Traffic congestion - it took more time to complete a journey,
hence lesser Taxi
2) Common Changing Shift Time
3) More Commuter - This timing falls on just after working hours
and right before cheap Taxi fares for the day.
4) Dinner Time - This is the Best time to have a break and get
ready for the evening peak.
5) The demand are all saturated at certain point only, hence
Taxi once took a Pax, it is unlikely they will return back
again.
There are just too many reason, hidding or make enough money
kind of reason is certainly not vaild because
1) Hide - We do not require to "Hide" at all, there no ruling
stated we MUST drive during this hour, we do not need to answer to
anyone for taking a break
2) Make enough - We will be on our way home to have the evening
with our kids like everyone does.
The thumb of rule for Taking a Cab is
When the fares are cheap, you got to Wait
When the fares are reasonable, we(cabby) got to Wait
