If ERP from 5pm to 7.59pm got different charges , we should
follow that "successful" formula .
4pm to 4.29pm , $1 Airport surcharge lor .
4.30pm to 4.59pm , $2 Airport surcharge lor .
5pm , $3 lor .....
If drivers want to die die wait for that $3 , it's their lost

I would take that $2 first ...
