Government has outsourced the cleaning to lower their cost. The
contractors want to make profits, so they pay low wage to the
cleaners who have little bargaining power. When the contracts
expired, the government called for new tenders and choose the
lowest cost tenders. These contractors who have placed the lowest
cost tenders will want to make profits too and so they pay even
lower wage to the cleaners. The government officials Key
Performance Indicators will be excellent by lowering the cleaning
cost years by years, contractors still make their profits by using
their so called legal and illegal "cost lowering measures" and the
cleaners keep getting lower and lower wages and these cleaners are
being exploited by the employers / contractors.

云里风的阿姨在一所中学当清洁工，雇主总是不付她的公积金。她跳槽到另一家公司后，公司则不让员工请病假，所有病假都算在7天的年假内，而且每次生病或放假，厕所阿嫂都要自己找临时工代替，并自掏腰包还钱给临时工。
他的叔叔则在市区办公楼工作时，每个月薪水只有600元，每次都要等3个月后才能拿薪水。同一家清洁公司的外籍劳工，则要等上半年才拿薪水。
针对这些个案，全国职工总会合约工友及散工单位署长再努丁受询时直言，本地清洁工人的工作环境和待遇，的确没有达到理想水平，不时都会有偶发事件，凸显清洁工人所面对的种种问题。
