The government opens the doors? and promote them?
The government just make the decision. The operators, several of
them, rush in, the selected two runs it with tons of rules and
regulations against them. Local levy, no shuttle bus, no
advertising, no canvassing, small percentage of floor space, and
what not. Strict regulations. Yet they can make profit better than
where the laws are more liberal.
