Actually the govt still doesnt know why couples are not giving
birth.
The problem is do parents have the time and money to care for their
children?
Yes, they can give birth, but they dun have the time to take care
of the children, do they abandon them on the streets and let them
rot outside while they slog at work?
I think govt knows what young couples or old couples are
facing.
it is just that they might not want to spend too much on
babies?
And they might not want to share the responsibility with the
couples.
