Most commuters just want a seat on the bus to take them from
point A to point B.
What use is buying new fancy looking Scania buses that are
always packed like sardines everyday? 
how many handicaps actually use public bus?
might be more effective to have special service for handicaps
and give more seats to the growing elderly population.
