i'm in national service. if one did not manage to enter dentistry when he apply during 2007, can i reapply again next year in 2008? can i still be considered on a clean or if not almost impartial level in my reapplication?

NUS most probably will have a record that you had applied before. Can try to apply again next year.

Did you get shortlisted this year for interview? If you did get an interview, then it is pointless to apply again next year because NUS policy is that each applicant only gets one shot at an interview.

If you didnt get shortlisted this year, then reapply again next year. I dont think you will be disadvantaged.
