This is what RWS should do.
Since the old man had bought an annual pass but not fully
utilised its $2000, they should pro rate it and refund him that
(sort of) unused quota. From that amount, deduct $200 from the
winnings to be returned, then give the old man the remainder of his
revoked annual pass.
Looks like the CRA didn't foresee such circumstances happening,
well they didn't see the shuttle bus issue coming either.
