okay...if you have this problem..it's something to do with a
corrupt database, not your internet connection, if the flower just
keeps on spinning colorfully without connecting.
there are two choices. start anew (lose your whole contact list) or
you can keep it (but a lot of work.)
okay...if you want to "keep" your contact list :
1.Even if ICQ can't connect...you can still see the people there
right? Copy their UINs into a text file...then add them all
manually...that's what I did...all 250+ of them...it took only an
hour. 
*if you just want icq running again...without your contact list,
skip #1
2. then...what you have to do is DELETE the db99b, db, and uin
folder, and run icq.exe
3. when u delete those folders, icq will assume that there are no
icq users on the computer anymore, so a prompt will appear...choose
register existing user, and enter in your UIN and password.
4. taddaaa!
