Well, I have got an 
tip about this situation, you can imagine that these girls who wear
shorts or short skirt try to lure perverted fellas into trouble
where they want to make guys into getting outrage of modesty crime.
All you need to do is to avoid them, either walk in a different
direction path if they appear in front of you or go somewhere where
they don't appear. If they are in the same class as you, switch
your seat till you can't see them or choose a job that doesn't have
girls wearing such. If you are in a cramp train or bus, except for
in train, you alight the next station and board another train. In
bus, it can't be help, just don't touch them and look at them. Best
